Strategic Roadmap 2026-2028: Strengthening the Foundation

Background

Building on the 2022-2026 Strategic Plan

Our Mission

Connect everyone to information, ideas, and each other.

Our Vision

Through JCLS, individuals reach their potential and our communities thrive.

Throughout the five-year, 2022-2026 Strategic Plan, Jackson County Library Services focused on four primary goals designed to foster extensive community engagement and ensure the changing needs of our community continue to be met now and in the future. Progress on strategic initiatives was regularly shared with the public through monthly board meetings. As the plan approached completion, JCLS gathered community and organizational input to evaluate accomplishments, identify opportunities, and determine the next steps for the future.

That process revealed three key areas of focus that will strengthen the organization and position JCLS for long-term success. Rather than creating a new mission or redefining our purpose, this next phase of planning is focused on strengthening the systems, resources, and relationships that support the work we do every day.

The mission, vision, and values of JCLS remain unchanged. This roadmap provides a framework for improving how we operate so we can continue to deliver meaningful services and create lasting impact in our communities.

Through June 30, 2028

Our Focus for FY27-FY28

Through June 30, 2028, JCLS will focus on strengthening three foundational pillars that support our mission and long-term success. Strong internal systems, effective processes, and organizational capacity are essential to delivering excellent library services and responding to the evolving needs of our community.

Core Services

We will maintain and improve the library services our communities rely on most, ensuring every patron receives a high-quality experience.

Efforts will focus on strengthening customer service, literacy initiatives, programming, and access to library resources while measuring outcomes such as library visits, circulation, new cardholders, and patron satisfaction.

Infrastructure

We will invest in the systems, facilities, policies, technology, and operational practices that support sustainable library operations.

Priorities include facility management, cybersecurity, policy development, accessibility, staff training, and emergency preparedness. By strengthening infrastructure today, JCLS will be better positioned to serve the community tomorrow.

Relationships

Strong relationships are essential to a thriving library system. JCLS will continue developing internal connections among staff while expanding partnerships throughout the community.

Priorities include building trust, improving communication, strengthening community partnerships, and creating opportunities for meaningful engagement with the people and organizations we serve.

Measuring Success

How the Roadmap Works

The FY27-FY28 Strategic Roadmap uses a Balanced Scorecard approach to connect our foundational priorities with measurable outcomes.

Rather than treating goals as separate initiatives, the roadmap demonstrates how investments in people, processes, infrastructure, and relationships translate into improved service delivery and stronger community impact.

Success will be measured across four perspectives:

Patron Perspective

How well we meet community needs and improve the user experience.

Internal Process

How effectively and efficiently we operate.

Learning and Growth

How we support staff development, innovation, and organizational capacity.

Financial Perspective

How responsibly we steward public resources and maintain financial stability.

By focusing on these areas together, JCLS can strengthen the foundation of the organization while ensuring library services remain responsive, sustainable, and impactful for the communities we serve.

Looking Ahead

This roadmap is an investment in how we work.

By strengthening our core services, infrastructure, and relationships, JCLS is creating the foundation necessary to meet today's needs, adapt to future challenges, and continue fulfilling its mission for years to come.
